When that did not happen; the press and politicians pointed fingers and searched out commanders whose loyalty they questioned. In the North; the Joint Committee on the Conduct of the War demanded explanations for failure; and careers were wrecked and initiatives were lost in the process. In the South; such political pressure was not as pointed; given the early successes of Confederate armies; but newspapers nevertheless questioned the performance of commanders when failures occurred. After the war; controversies swirled as the survivors refought the battles with explanations and accusations; assigning blame to goats and scapegoats alike. H. Donald Winkler looks at the politicians and generals who failed miserably on the battlefield and at those who were blamed for those failures. In some cases the verdicts of historians have changed over the years; as with Jeb Stuart and his missing "presence" at Gettysburg. Yet others are heroes in one battle and goats in another; witness U. S. Grant's terrible mistakes at Shiloh and Cold Harbor and his greatness in other battles. Similarly; Robert E. Lee started off badly in western Virginia and erred in ordering Picket's Charge at Gettysburg; but no one questioned his greatness as a general. As in all wars; the truth was obscured at the time and later; when some felt compelled to justify why and how decisions were made. Civil War Goats and Scapegoats employs the latest scholarship to clarify the fault-finding and exoneration of some of the most glaring disasters of the war. Winkler spares no punches in examining all of these issues and the men responsible for bad decisions that cost thousands of lives in battle and ruined the lives of good men falsely accused.

Keep it by you as you work and save your clients time and money by doing it right the first time. It is not a book you sit down and read; so if you are worried about reading a big book; don't be. You don't have to sit down and study it. It is too big to remember everything in it. This is a bench-side reference. This book is about building codes for your area. It contains what is allowed and what is not allowed and how you must do it. Don't waist your time drawing it one way only to find out it's back to the drawing bard for you. That will cost you time; money; and a re-submitle. I was familiar with the book before I bought my copy.0 of 0 people found the following review helpful. Rip off! do not buy!By akeaDon't bother buying this; the charts are very tiny and do not resize so you can't read them. It is hard to navigate using the very limited TOC; you only get "Parts" and no 'Sections' so there is a lot; I mean a lot of scrolling; to find the section you need. I ended up taking a screen shot of the table of contents and printing it out so I could navigate better. You can not print at all; hence the screenshot; you can not highlight and print anything. IRC building code; 2009 editionBy eldon shafferThe code is a fairly massive and exhaustive compilation of information. The organizational structure is not always laid out in a very logical or intuitive manner. The loose-leaf format; while allowing for flexibility in terms of updating; etc.; is rather physically cumbersome; and the pages tend to tear out of the 3-ring binders after a little use. I will need to reinforce the holes with adhesive rings. The index is fairly thorough; and in conjunction with the Turbo-tabs (sold separately); aids greatly in finding specific information.
